The Department for Small and Medium Enterprises, Business Enviroment and Turism has published on 28 July 2015 the documents of three programmes for 2015.
The Financing Agency for Rural Investments and the Ministry of Agriculture published the final Applicants' Guides for sub-measures 4.3 "Investments in developing, modernising or adapting agricultural and forest infrastructure", 6.2 "Support for creating non-agricultural activities in rural areas" and 6.4 "Investments in creating and developing non-agricultural activities".
The management authority for the Operational Regional Programme 2014-2020 for Romania republished the second version of the Applicants' Guide for debate. This version contains all the observations received after the first public debate.

The European Commission approved the Operational Programme for Big Infrastructure 2014-2020 for Romania. The programme offers a major investment package from the regional EU funds for projects on environment, energy and transport. The programme is to receive almost half of the 23 million euros allocated for Romania through the cohesion policy of the EU.

The government approved, on July 8th, a Memorandum which proposed Romania's participation in a guaranteeing financial instrument for small and medium enterprises. This combines the national allocations of member states within structural European funds and investment funds with the bugetary resources of the EU managed on a central level through Horizon 2020 and COSME programmes, as well as with the European Investment Fund and the European Investment Bank.

The deadline until which projects financed through the National Programme for Rural Development 2007-2013 could be finalised and have money reinbursed was about to expire on September 30th, but was prolonged until the end of the year. The Financing Agency for Rural Investments (AFIR) is to decide, on a case-by-case basis, which projects qualify for the extension.

The Ministry of Agriculture and Rural Development will still allow usage of the data from the Agriculture Registry 2014 for projects from the National Programme for Rural Development 2014-2020, while the 10-year lease will only be compulsory for the terrain on which the construction will be made. Also, young farmers will be able to establish their farms in maximum two years since they register in the Commerce Registry, not at the Payment and Intervention Agency for Agriculture. These changes will be included in the revised versions of the Applicants' Guides which the Financing Agency for Rural Investments will publish on July 8th, once the new measures from the NPRD are also launched.

The secretary of state from the Ministry of Agriculture and Rural Development, George Turtoi, said that, since the end of March, when the first measures of the new National Programme for Rural Development (NPRD) were launched, the Financing Agency for Rural Investments received 180 financing requests, while for the measure involving the Local Action Groups 164 projects were submitted.

The Financing Agency for Rural Investments (AFIR) launched four new submeasures from the National Programme for Rural Development (NPRD) 2014-2020 on July 8th, during the annual continuous financing request submission session which last until October 30th. George Turtoi, secretary of state in the Ministry of Agriculture of Romania, said representatives of the ministry will meet with members of the Association of Leasing Services to establish a common procedure of verification and approving leasing loans for projects requiring European financing in agriculure. Once the new Fiscal Code was approved by the Romanian Parliament, it turned out farmers and professionals in the agricultural field will have extra taxes to pay. The new law requires them to also pay taxes for money received from selling live animals, milk or eggs, which was not the case until now. For details click here.

The minister of Agriculture and Rural Development, Daniel Constantin, announced earlier this week, during the National Conference „The Development of the Romanian Village Continues”, that starting on 1st July solicitants will be able to submit project proposals for a series of newly launched submeasures. They are the Fruit-growing Subprogramme, which benefits from 75 million euros, Submeasure 4.2 - Support for Investments in Processing/Marketing Agricultural Products (143 million euros), Submeasure 4.3 - Investments in Developing, Modernising, or Adapting Agricultural and Forest Infrastructure (435 million euros), Submeasure 6.2 - Support for Establishing Non-agricultural Activities in Rural Areas (44 million euros), Submeasure 6.3 - Support for Developing Small Farms (over 72 million euros) and Submeasure 6.4 - Investments in Creating and Developing Non-agricultural Activities (57 million euros).
Around 49 million euros from the European Neighbourhood Instrument and the Pre-accession Assistance Instrument will be allocated to those interested in developing cooperation projects in the Black Sea area during 2014-2020. For details click here.
Romania was not able to obtain a six-month extension of the deadline regarding the absorption of European funds through the National Plan for Rural Development 2007-2013. The European Commission (EC) has today approved a further 24 Rural Development Programmes (including Romania's National Programme for Rural Development 2014-2020) aimed at improving the competitiveness of the EU farming sector, caring for the countryside and climate, and strengthening the economic and social fabric of rural communities in the period until 2020. The programmes adopted today are expected to create over 40 000 jobs in rural areas and about 700 000 training places to foster innovation, knowledge transfer, more sustainable farming practices and stronger rural businesses.
The National Authority for Scientific Research and Innovation announced that it will launch the first project competitions for sections A-G of the Applicant's Guide of the Competitiveness Operational Programme 2014-2020, Axis 1 "Research-Development-Innovation in support of economic competitivity and business development", on May 27th. "The beneficiaries of the National Rural Development Programme (PNDR) who use the Database of Reference Prices of AFIR which applies to PNDR, and who do so for buying directly machinery and equipment, must pay special attention to the following aspects:
For reimbursments, the individual beneficiary will present the selling-buying contract along with the conformity certificate of the product, in which the BRAND AND MODEL must be IDENTICAL TO THOSE REGISTERED IN THE DATABASE of Reference Prices, as well as an Annex in which the equipment standard of the product must be detailed and must contain the minimal endowments mentioned in the Database.
If the BRAND AND MODEL are not identical to those registered in the Database and the EQUIPMENT STANDARD does not fulfill at least the minimal endowments mentioned in the Database, THE BENEFICIARY WILL NOT BE REIMBURSED FOR THE PRODUCT AND WILL COVER THE FULL COST OF THE PRODUCT."
