The Financing Agency for Rural Investments and the Ministry of Agriculture published the final Applicants' Guides for sub-measures 4.3 "Investments in developing, modernising or adapting agricultural and forest infrastructure", 6.2 "Support for creating non-agricultural activities in rural areas" and 6.4 "Investments in creating and developing non-agricultural activities".

EC approved Operational Programme Big Infrastructure 2014-2020 for Romania

The European Commission approved the Operational Programme for Big Infrastructure 2014-2020 for Romania. The programme offers a major investment package from the regional EU funds for projects on environment, energy and transport. The programme is to receive almost half of the 23 million euros allocated for Romania through the cohesion policy of the EU.

Romania: 100 million euros from European funds go to small and medium enterprises

The government approved, on July 8th, a Memorandum which proposed Romania's participation in a guaranteeing financial instrument for small and medium enterprises. This combines the national allocations of member states within structural European funds and investment funds with the bugetary resources of the EU managed on a central level through Horizon 2020 and COSME programmes, as well as with the European Investment Fund and the European Investment Bank.

Deadline extended for finalising NPDR 2007-2013 projects in Romania

The deadline until which projects financed through the National Programme for Rural Development 2007-2013 could be finalised and have money reinbursed was about to expire on September 30th, but was prolonged until the end of the year. The Financing Agency for Rural Investments (AFIR) is to decide, on a case-by-case basis, which projects qualify for the extension.

Constantin Leonte to make appearance at Agro TV this evening to talk about EU funds in Romanian agriculture

Changes announced in NPRD 2014-2020 regarding farms and young farmers


08.07.2015

The Ministry of Agriculture and Rural Development will still allow usage of the data from the Agriculture Registry 2014 for projects from the National Programme for Rural Development 2014-2020, while the 10-year lease will only be compulsory for the terrain on which the construction will be made. Also, young farmers will be able to establish their farms in maximum two years since they register in the Commerce Registry, not at the Payment and Intervention Agency for Agriculture. These changes will be included in the revised versions of the Applicants' Guides which the Financing Agency for Rural Investments will publish on July 8th, once the new measures from the NPRD are also launched.

Over 180 projects submitted through NPRD 2014-2020

The secretary of state from the Ministry of Agriculture and Rural Development, George Turtoi, said that, since the end of March, when the first measures of the new National Programme for Rural Development (NPRD) were launched, the Financing Agency for Rural Investments received 180 financing requests, while for the measure involving the Local Action Groups 164 projects were submitted.

Four new submeasures for agriculture and rural development launched on July 8th

The Financing Agency for Rural Investments (AFIR) launched four new submeasures from the National Programme for Rural Development (NPRD) 2014-2020 on July 8th, during the annual continuous financing request submission session which last until October 30th. The submeasures are 4.1a "Investments in fruit farms", 4.2 "Support for investments in processing/marketing agricultural products", 4.2a "Support for investments in processing/marketing fruit products", 6.3 "Support for developing small farms".

Financing Agency: Co-financing opportunities for European projects through non-banking financial institutions

The Financing Agency for Rural Investments (AFIR) announced, through a press release, that beneficiaries of the National Programme for Rural Development (NPRD) 2014-2020 may sign financing or guaranting agreements with non-banking financial institutions even if the latters are not registered in a association. Regional Operational Programme 2014-2020 approved by European Commission

The Regional Operational Programme (ROP) 2014-2020 for Romania, managed by the Ministry of Regional Development and Public Administration as management authority, was approved by the European Commission. The budget for the programme is 8,25 billion euros. For details click here. 


Turtoi: Ministry of Agriculture and Association of Leasing Services to establish common procedure for European projects

George Turtoi, secretary of state in the Ministry of Agriculture of Romania, said representatives of the ministry will meet with members of the Association of Leasing Services to establish a common procedure of verification and approving leasing loans for projects requiring European financing in agriculure. The taxes farmers have to pay in 2015

Once the new Fiscal Code was approved by the Romanian Parliament, it turned out farmers and professionals in the agricultural field will have extra taxes to pay. The new law requires them to also pay taxes for money received from selling live animals, milk or eggs, which was not the case until now. For details click here.


Minister of European Funds wants 100% absorption rate until 2020

All the operational programmes for 2014-2020 in Romania will be approved by the end of July, according to Marius Nica, minister of European funds, who added there is no reason why our country shouldn't have an absorption rate of 100% by 2020. For details click here.


Farmers will be able to get their discounts back after December 31st, through NPRD 2014-2020

Although the six-month extension of the deadline for farmers to get their discounts back from the National Programme for Rural Development (NPRD) 2007-2013 was rejected by the European Commission at Luxembourg, farmers will still be able to access that miney thorugh NPRD 2014-2020. Operational Programme Big Infrastructure sent to EC for approval

Negotiations regarding the Operational Programme Big Infrastructure were finalised last week and the document was sent to the European Commission for approval. Beginning July, Romania will benefit from over 9 billion euros for transport, environment and energy instrastructure. For details click here.


Daniel Constantin: New NPRD submeasures launched on 1st July

The minister of Agriculture and Rural Development, Daniel Constantin, announced earlier this week, during the National Conference „The Development of the Romanian Village Continues”, that starting on 1st July solicitants will be able to submit project proposals for a series of newly launched submeasures. They are the Fruit-growing Subprogramme, which benefits from 75 million euros, Submeasure 4.2 - Support for Investments in Processing/Marketing Agricultural Products (143 million euros), Submeasure 4.3 - Investments in Developing, Modernising, or Adapting Agricultural and Forest Infrastructure (435 million euros), Submeasure 6.2 - Support for Establishing Non-agricultural Activities in Rural Areas (44 million euros), Submeasure 6.3 - Support for Developing Small Farms (over 72 million euros) and Submeasure 6.4 - Investments in Creating and Developing Non-agricultural Activities (57 million euros).

Almost 50 million euros allocated for cooperation projects in Black Sea area

Romania was not able to obtain a six-month extension of the deadline regarding the absorption of European funds through the National Plan for Rural Development 2007-2013. Alongside other 11 member states, our country asked the European Commission to allow it to access funds until summer 2016, but the request was denied. For details click here.

Between 1st May and 20th July, 2015, the Reference Prices Database of the Financing Agency for Rural Investments will not be updated or receive new entries.

Also, the deadline for sending additions according to the technical cards was pushed back from 15th June to 26th June.

Over 96 million lei for small and medium enterprises in 2015

Anca-Laura Ionescu, secretary of state in the Ministry of Small and Medium Enterprises, told www.finantare.ro that through Law 186 of 2014 regarding the state budget for 2015, over 96 million lei were allocated for starting new enterprises and supporting the development of small and medium enterprises. First estimates on APIA subsidies for farmers

The general director of the Payment Agency for Interventions in Agriculture (APIA), Mihai Putintei, told Agrointeligenta reporters that some calculations have been made regarding the subsidies which farmers are to receive in 2015. The Ministry of Agriculture and Rural Development and the Financing Agency for Rural Investments launched, on Wednesday, on their respective websites, the draft Applicants' Guides for submeasures 4.2 (proccesing/marketing agricultural products) and 4.2a (processing/marketing of products from the fruit sector) of the National Plan for Rural Development 2014-2020, and they are now up for public debate. EC adopted 24 rural development programmes today

The European Commission (EC) has today approved a further 24 Rural Development Programmes (including Romania's National Programme for Rural Development 2014-2020) aimed at improving the competitiveness of the EU farming sector, caring for the countryside and climate, and strengthening the economic and social fabric of rural communities in the period until 2020. The programmes adopted today are expected to create over 40 000 jobs in rural areas and about 700 000 training places to foster innovation, knowledge transfer, more sustainable farming practices and stronger rural businesses.

First project calls for Competitiveness Operational Programme 2014-2020 open this month

The Ministry of Agriculture and Rural Development received a conformity letter from the General Directorate for Agriculture and Rural Development of the European Comission for the National Plan for Rural Development (NPRD) 2014-2020. The Romanian official informed Phil Hogan about Romania's interest in prologing the reimbursement deadline for payments through the National Plan for Rural Development (NPRD) 2007-2013 with six months, until after December 31st, 2015. First reunion of the Monitoring Committee for the Operational Programme Technical Asistance 2014-2020

The Ministry of European Funds organised the first reunion of the Monitoring Committee of the Operational Programme Technical Assistance 2014-2020 on Feburary 26th. During the meeting, it approved the members and the list of rules for the organising and functioning of the Committee, as well as the mechanism of approving the projects to be financed by this programme.

The Ministry of European Funds organised the Monitoring Committee for the Operational Programme Competitivity (POC) 2014-2020 on February 25th, and it was the first such reunion for discussing the implementation of European funds during 2014-2020. Minister Eugen Teodorovici said during the meeting that calls for projects will be launched in March.

Ministry of Agriculture publishes new draft order

The Ministry of Agriculture and Rural Development (MADR) published a new draft order on its website referring to the approval of the state support scheme "Stimulating regional development through investments, including in the fruit sector, for processing and marketing agricultural products in order to obtain non-agricultural products".

Ministry of Agriculture publishes draft study Agricultural and Processing Potential

The Ministry of Agriculture and Rural Development published the draft descriprion, metodology and study concerning agricultural and processing potential, which will be used in the NDRP 2014-2020. This study will be used to establish the agricultural, depository and processing potential of primary agricultural products in every administrative territorial unit in Romania. AFIR clarifies issues regarding Database of Reference Prices

The Agency for Financing Rural Investments (AFIR) clarified a series of issues regarding the Database of Reference Prices. Read the full translation of the press release below.

"The beneficiaries of the National Rural Development Programme (PNDR) who use the Database of Reference Prices of AFIR which applies to PNDR, and who do so for buying directly machinery and equipment, must pay special attention to the following aspects: 

For reimbursments, the individual beneficiary will present the selling-buying contract along with the conformity certificate of the product, in which the BRAND AND MODEL must be IDENTICAL TO THOSE REGISTERED IN THE DATABASE of Reference Prices, as well as an Annex in which the equipment standard of the product must be detailed and must contain the minimal endowments mentioned in the Database.

If the BRAND AND MODEL are not identical to those registered in the Database and the EQUIPMENT STANDARD does not fulfill at least the minimal endowments mentioned in the Database, THE BENEFICIARY WILL NOT BE REIMBURSED FOR THE PRODUCT AND WILL COVER THE FULL COST OF THE PRODUCT."
